This tool is from an OMC Service Shop that serviced primarily outboard motors but also stern drive engines, mostly 1950’s thru 1980’s.
The thumb-screw will tighten and hold from either direction, giving it a 2-way fit to adjust 2 sizes.
The thumb-screw extends to the center hole which could give it the ability to hold “whatever”, like a pin / bar.
Not certain of the reason / function of this tool, just hoping it can be identified and someone can use it.
