I received advice from a fellow-ebayer with identifying this tool. He gave me the following information: "
Some early outboards had a chrome strip around the hood, called the trim band.
This pulled it in tight so it could be properly attached."
Turn handle clockwise to move trunnions apart on the threaded shaft
Turn handle counter-clockwise to move trunnions together on the threaded shaft

This tool is from an OMC Service Shop that serviced primarily outboard motors but also stern drive engines, mostly 1950’s thru 1980’s.
I have displayed photos with detailed measurements and features.

Wooden handle, brass trunnions
378482 (Unmarked so not definite)
The threaded shaft has 2 sections threaded oppositely, causing the trunnions to separate or come together, depending which way the handle is turning.
