This is a Holster belt that goes around your waist and around your thigh, connected by the holster.
I don't think you can wear it like a pants belt, high up on the waist unless you want to do a little project and change the placement of the strap loops on the holster.
The holster is 10.5" long. It has a snap to secure the flap
I have also seen the holster removed from the waist belt and top loop fed through the thigh strap to wear even lower on the thigh, but you would need to tighten it considerably if there's a heavy weapon inside
The Web belt is probably Nylon. The tag in the holster states Polyester and polyfoam, but that's in reference to the holster. The web belt feels and looks like any I have seen.
Both belts fasten with a plastic side release buckle and have a slide to adjust the excess strap to as small as you want
The waist belt can get as big as 45"
The thigh strap can get as big as 33"
Once you get it to fit, I suggest cutting off the excess strap and use a lighter to melt the end.
